This is probably used in a studio, where a camera is aimed at it, fully filling the image area in the camera, to test the camera and subsequent electronics to verify that the entire signal chain can pass signals with RETMA resolution. In short, if the image is clear, then the camera and all following it is good; if any of it is fuzzy, then the system cannot show the details that it should be able to.
