Used in the sense that I bought it 6 months ago and wound up not using it; otherwise like new and in original box.
Easy to use! Two halves encompass the ball valve handle to secure it. Lock not provided. Locks out ball valves on pipes up to 2.5" diameter in the "OFF" position (handle perpendicular to pipe) and valves up to 1.5" in diameter in the "ON" position (handle parallel to pipe). Rugged plastic design is easy to use. Color is red as shown in picture. Includes original box.
