This is a set of two Bungee X Adjustable Rotating Bungee Straps. They are brand new. They adjust from 28"-48" and the hooks are rotating steel core hooks coated with plastic or either PVC. There is no metal exposed on them so they won't rust and they will not scratch or mar the surface they touch to hold down. The tension and length is adjusted with a simple tug. I purchased them at Target on a clearance for $2.00 each. Originally they were each $2.87
