This is a very nice comb-bound reprint of the Hickok publication "Test Conditions" for the Cardmatic series of tube testers. This book does not replace the test cards, it is 122 pages of notations on the testing parameters of several thousand tubes from 0A2 to PCF80.
According to Hickok, all of the Cardmatic models use the same test settings. Your tube manual gives the specifications for the tube. What the "Test Conditions" book does is give you the specifications for the test. For example, for the popular 6AU6 tube the book reveals that the test is based on a Gm of 6300, the shorts-leakage test is based on a maximum heater-cathode leakage of 20 microamps, heater voltage is 6.3V, plate voltage is 150 VDC, grid 3 voltage is 0, screen voltage is 150 VDC, self bias cathode resistance is 70 Ohms, and that Gm is measured from grid 1 to the plate. So you have detailed info on exactly how the tube is being tested.
