I personally removed these heaters from Radio Equipment that was at a Remote Repeater Site
I was very careful in removing these from the chassis that they were bonded to. Silicone Adhesive seemed to have been used.
The Material looks, and feels like the same stuff used in turbocharger compressor hose.
